A recent survey published by the Institute for Building Efficiency in 2012, suggest that significant gains could be realized by improving landlord and tenant energy efficiency efforts. Owners are motivated to reduce cost, but barriers that stem from “split incentives” to install upgrades are identified within the survey as one of the key barriers to bringing parties together on projects.
